Oh my.  Glad no one was hurt!  I must say it was pretty irresponsible and silly of the mayor not to alert the military  working in the area of his plan to go up there-- and on top he invited civilians (reporters) to go along with him.  He was responsible for everyone's safety and should have planned his visit in a more organized way.  I think the military acted in the way they were trained to do- and was not at fault in any way.  Miscommunication can have serious consequences sometimes- hope lessons were learned in this situation.
